In a significant announcement, Delhi’s Environment Minister Manjinder Singh Sirsa clarified on Thursday (July 3, 2025) that the government has decided not to proceed with the impounding of old vehicles, often termed ‘end of life vehicles’ (ELVs). The decision comes after considerable public backlash and logistical challenges that made implementing a blanket ban on older vehicles increasingly difficult.
Instead, the government is now exploring more practical and targeted solutions. Sirsa stated that the administration aims to combat pollution by focusing on actual emissions from vehicles rather than enforcing restrictions solely based on a vehicle’s age.
“The city’s air quality is a top priority for us, but it is equally important to adopt a solution that is fair, scientifically grounded, and feasible for both the public and enforcement agencies,” the minister remarked.
Authorities are now considering installing advanced emission testing systems across the capital and initiating awareness drives to encourage regular vehicle maintenance. Additionally, the plan includes incentivizing the adoption of electric and eco-friendly vehicles, while ensuring that existing vehicle owners aren’t unfairly penalized.
Experts believe this policy shift could lead to more sustainable results, as it directly targets high-polluting vehicles regardless of their age and spares those that meet emission norms.
