In a landmark decision, the Delhi Government led by Chief Minister Rekha Gupta has announced a comprehensive new policy for the Kanwar Yatra 2025. In a cabinet meeting held on 24th June, it was decided that registered Kanwar committees will now receive direct financial assistance ranging from ₹50,000 to ₹10 lakh, credited straight to their bank accounts through DBT (Direct Benefit Transfer).
Additionally, each registered committee will be entitled to 1,200 units of free electricity for their Kanwar camps. Interestingly, official data suggests that no camp has ever crossed 1,000 units of consumption in the past.
No More Tenders — Single Window Clearance
Taking a firm stand against past irregularities, CM Rekha Gupta scrapped the old tender-based system, which she said was marred by corruption and delays. From now on, a Single Window System has been introduced for faster approvals and NOCs within 72 hours at district-level offices supervised by the DM.
Four-Tier Camp Category System
The government has classified Kanwar camps into four categories based on their size and operational duration.
50% of the grant will be given in advance, while the remaining 50% will be released within three months after the event, upon submission of geo-tagged photographs, utility certificates (UCs), and audit reports verified by SDM or Tehsildar.
Special Religious Festival Committee Formed
To oversee smooth operations, a Chief Minister’s Religious Festival Committee will be formed, headed by Minister of Art, Culture, and Tourism Kapil Mishra, along with four MLAs. Regular inter-departmental meetings will also be held under the Revenue Secretary, involving police, fire services, MCD, DDA, health, power, and water board officials for better coordination.
Mandatory Facilities and Strict Guidelines
Kanwar committees must ensure adequate arrangements including waterproof tents, beds, barricading, CCTV, fans, coolers, lights, fire safety gear, and cleanliness. Strict penalties will be imposed on any committee found indulging in malpractice or misreporting.
Clean Governance, Devotee Service First
CM Rekha Gupta stated that the new policy is aligned with the vision of ‘Minimum Government, Maximum Governance’. The decision aims to eliminate years of corruption and delays that had plagued the Kanwar Yatra arrangements under previous governments.
The focus is now on transparency, accountability, and timely delivery of facilities to lakhs of Shiv devotees walking during the holy month of Sawan.
